Airline-bound students take Class 1 immediately. Class 1 covers Class 2, so there is no need to take Class 2 for the SPL and re-do it later for the CPL. One medical, done once.
Foreign students begin the SSP at arrival, not after the SPL. The SPL application itself requires the SSP copy, so a late SSP stalls the whole chain.
